USDA Rural Development (RD) has a great program that can assist rural small businesses or agricultural producers with the purchase and installation of energy efficiency (EE) improvements or renewable energy (RE) system. This program called Rural Energy for America Program (REAP) can
provide a maximum 25% grant to help with the cost of either of these projects. As a general rule, any improvements to a facility, building, or process that reduces energy consumption is eligible. Including heating and air-conditioning systems, new windows, insulation, refrigeration systems, grain dryers, high efficiency irrigation systems, etc. For a RE system, any system that produces or produces and delivers usable energy from a renewable energy source is eligible.Eligible RE systems include projects such as wind turbines, solar systems, anaerobic digesters, ethanol or biodiesel plants, etc.

We anticipate the Notice of Solicitation of Applications (NOSA) to be published by the end of January, 2010. This is the formal document stating that applications are being accepted for a specified period of time. However, this office is already starting to work with eligible small businesses and ag. producers in an effort to jump start the program.

The purpose of this message is to inform you that we are working with and accepting application for REAP now and to request your assistance in getting the word out. For your convenience I have attached a information sheet which I recommend you share with your constituents.Although this information was for Fiscal Year 2009, we anticipate the program to very similar for fiscal year 2010, with the exception of the dates.

As an added benefit, I would welcome the opportunity to meet with you and your constituents at one of your upcoming meetings. If you could provide me with 20 - 30 minutes, I would make a short presentation regarding the benefits of this program. These benefits include the fact that the grant will help defer some of the cost of the system and the fact that the system will reduce the monthly utility charges to the business or ag. producer.
